SARGENT Governor EXECUTIVE ORDER NO. 82 WHEREAS, the Governor's Advisory Council on Transportation was formed and has provided valuable assistance in the develop- ment of a system of efficient, modern transportation; and WHEREAS, the construction of any transportation facility must be carried out in such a way as to further area and regional environmental objectives and avoid abuse of vital environmental resources; and WHEREAS, planning, cooperation, and coordination at the highest levels are essential to the development of the most efficient state-wide transportation system possible; and WHEREAS, the Secretary of the Executive Office of Trans- portation and Construction is the appropriate cabinet official to be responsible for the planning, cooperation and coordination of both public and private efforts in this regard, NOW, THEREFORE, I, Francis W. Sargent, Governor of the Commonwealth, by virtue of the authority vested in me as supreme executive magistrate, do hereby order that Executive Order No. 57, as most recently amended by Executive Order No. 72, be further amended as follows: By deleting paragraph one and inserting in its place the following:-- 1. There is hereby created a council to be known as the Governor's Advisory Council on Transportation consisting of the Commissioner of the Department of Public Works, the Director of the Massachusetts Aeronautics Commission, the Commissioner of the Metropolitan Distict Commission, the Chairman of the Massachu- setts Bay Transportation Authority, the Chairman of the Massachu- setts Port Authority, and such other representatives as the Secretary may from time to time designate. Other public officials and private representatives of all trasportation modes may also be invited by the Secretary to participate in the deliberations of the Council as non-members. The Secretary of Transportation and Construction shall be permanent Chairman of the Council and shall set the time of each meeting and the agenda therefor.
