DUKAKIS GOVERNOR EXECUTIVE ORDER NO. 231 Governor's Advisory Committee on Information Processing (rescinding and replacing Executive Order No. 132, 175, and 188) WHEREAS, Executive Order No. 132 was established during 1976 to facilitate the statewide planning, coordination, and utilization of data processing systems; and WHEREAS, some progress has been made in utilizing com- puters in state government; and WHEREAS, there still exists many opportunities to use computers more efficiently and effectively in the management of delivery of services by state agencies; and WHEREAS, there are a number of broad policy issues that need to be addressed to maximize the benefit from information processing. NOW, THEREFORE, I, Michael S. Dukakis, by virtue of the authority vested in me as supreme executive magistrate, do hereby order that Executive Orders 132, 175 and 188 be rescinded and replaced by this order as follows: I. Establishment: Composition There is hereby established the Governor's Advisory Com- mittee on Information Processing (hereafter the "Committee"). A) The Committee shall also be composed of the follow- ing state officials or their designees: Secretary of Administration and Finance Assistant Secretary for Systems Assistant Secretary for Management B) The Committee shall be composed of not more than eight members from the private sector, none of whom may be owners or employees of companies doing computer busi- ness with the Commonwealth. C) The private sector members of the Committee shall be appointed by the Governor and shall serve during his term of office and at his pleasure. D) The Committee shall be chaired by a member from the private sector who shall be appointed by the Governor. The Committee shall periodically report directly to the Governor. II. Mission and Responsibilities of the Committee A) The Committee shall be responsible for advising the Governor on the direction the Commonwealth should proceed in utilizing computer based technologies to improve the management of state government by decreasing the cost of delivering services and increasing the quality and ef- fectiveness of the services delivered. B) The Committee shall be responsible for reviewing the Commonwealth's information processing plan and advising the Governor on issues raised in the plan. C) The Committee shall be responsible for helping the Commonwealth develop a long-range telecommunications strategy and plan. D) The Committee shall be responsible for advising the Governor on the priorities for large scale computer based systems. E) The Committee shall be responsible for special pro- jects in the information processing field as requested by the Governor. F) The Committee shall be responsible for advising the Commonwealth on developing and implementing a strategy for utilizing office automation technology. III. Interagency Cooperation Agencies within the Commonwealth employing the use of computers shall cooperate with and render assistance to the Committee in the performance of its mission.
