EXECUTIVE ORDER NO. 110

Commission on Nuclear Safety

    WHEREAS, Nuclear power plants may become the principal
source of electricity for the people of the Commonwealth within the
next decade;

    WHEREAS, Two nuclear power plants now operate in the
Commonwealth;

    WHEREAS, The lives and property of many of the people of
the Commonwealth could be destroyed by an accident in, or the sabo-
tage of a nuclear plant and could be threatened by the theft of
radioactive materials; and

    WHEREAS, The Commonwealth should strengthen its capability
to protect the health and safety of its citizens from the potential
hazards of existing and future nuclear power plants;

    NOW, THEREFORE, I, Francis W. Sargent, Governor of the
Commonwealth, by virtue of the authority vested in me as Supreme
Executive Magistrate, do hereby order as follows:

    (1) There shall be a Commission on Nuclear Safety, herein-
after called the Commission, comprised of the Commissioner of
Public Health and eight other members, some of whom shall be know-
ledgeable about nuclear physics and engineering, radiation biology,
environmental protection, public policy formulation, or public
safety.  The Governor shall from time to time designate one of the
members to serve as chairman.  Members of the Commission shall
receive no compensation for their service but may be reimbursed for
expenses necessarily incurred in rendering such service.

    (2) The Commission shall conduct a study of the Commonwealth's
role in assuring the safety of nuclear power plants, giving parti-
cular attention to:

	a. the transfer and storage of radioactive materials,

	b. power plant equipment and operational procedures,

	c. power plant emissions,

	d. power plant security, and

    (3) The Commission may, as provided by law, receive appro
priations from the Commonwealth and seek and accept grants of funds
from any public or private source.  The Commission may, as provide
by law, make such expenditures and employ such staff as are necessary
for the performance of its functions.
